But, however much I may wish to sponsor your entry immediately, we are bound to honor the Pact. Your decision to join us or not must be well informed, for once made, there is no going back.

Since it was that Marauder dog, Commander Joshi, who sent you to me... I shall regretfully point you toward the local leader of those Covenant fanatics, Adjudicator Dempster. He waits in the church to the east of the central plaza. Be cautious with him... he is a skilled speaker, and has been known to sway many whose talents and knowledge I once respected.

Progress:

You would certainly be a valuable ally, and there have been signs that one such as you would join our cause and unlock some of the greatest mysteries of Aeternum. But as much of an attraction as that is, the wording of the Pact is clear. You must speak with Adjudicator Dempster, and at least humor him while he rants. His words may be like honey, but there is no truth behind them.
